La geologa Tiziana Guida, segretaria tecnica per la tutela del Territorio del ministero dell’Ambiente, nell’ambito del forum Le Frane in Casa svoltosi di recente a Roma, ha esposto i dati relativi al dissesto idrogeologico italiano, in termini di costi economici e perdite umane. Il bollettino di guerra degli ultimi 60 anni di frane ed alluvioni in Italia parla di 3mila vittime, 3362 per l’esattezza, e 52 miliardi di danni.
Una battaglia contro il territorio e contro i cittadini, quella ingaggiata dalle istituzioni, rifiutandosi di intervenire con piani di prevenzione mirati a contenere il rischio idrogeologico e ad evitare tragedie come quelle che stanno interessando l’Italia da Nord a Sud in questi giorni di forti piogge.
Dopo la frana di Massa causa della morte di tre persone, il crollo di un edificio a Pompei che è costato all’Italia la reputazione, le alluvioni in Veneto, ora a preoccupare sono le esondazioni di alcuni torrenti in Campania.
Ed è proprio la Campania ad avere la peggio insieme al Trentino come territorio a rischio maggiore. Il dissesto idrogeologico non si limita tuttavia a qualche regione e a poche aree del nostro Paese. Il pericolo di frane, ad esempio, coinvolge ben 6.600 comuni della penisola, ovvero l’81,9% del totale. In media le frane costano la vita, ogni anno, a 61 persone.
Le stime dei geologi parlano della necessità di ben 11.000 interventi per mettere in sicurezza il territorio, per una spesa complessiva stimata in circa 40 miliardi di euro. I danni, come abbiamo anticipato, negli ultimi 60 anni, sono stati di 52 miliardi. E’ facile fare i conti e capire che la prevenzione conviene. Senza contare il valore inquantificabile di ogni vita umana spezzata da una frana che potrebbe essere scongiurata.
Dal conteggio delle vittime è esclusa la tragedia del Vajont che procurò la morte di 1.910 persone. Seconda per vittime l’alluvione di Salerno del 1954, con 318 persone rimaste uccise. I dati dell’annuario Ispra, a partire dal 1950, imputano ai dissesti idrogeologici un totale di 1.475 vittime.
