L’Italia è un Paese a rischio idrogeologico, e su questo non ci piove (scusate il gioco di parole). Ma ciò non vuol dire che non bisogna agire per evitare che disastri come quelli della Liguria e non solo accadano nuovamente. Purtroppo ogni anno siamo qui a ricordarlo, ma puntualmente come sempre alle promesse non seguono fatti concreti. Per questo Enea (Ente per le Nuove tecnologie, l’Energia e l’Ambiente) e Ispra (Istituto Superiore per la Protezione e la Ricerca Ambientale) hanno unito le forze per stilare una cartina sulla quale lavorare per evitare disastri futuri.
Questa cartina mostra due italie, una è quella con più precipitazioni, l’altra con il maggior rischio idrogeologico e, di conseguenza, maggior probabilità di disastri. Com’è facile capire, le due cartine si possono facilmente sovrapporre visto che quasi ovunque alla maggior parte delle piogge corrisponde il maggior numero di frane.
Se chi di dovere avesse tenuto conto di questa cartina mesi e mesi fa, si sarebbero ad esempio tenuti in considerazione i rischi che proprio la Liguria, una delle Regioni con i colori più scuri, mostrava. Ma lo stesso dicasi per alcune zone del Piemonte, il Veneto (come abbiamo potuto vedere con gli allagamenti dello scorso anno), ma anche l’Italia centrale, la Campania, la Calabria e la zona Nord-Est della Sicilia.
Secondo i dati Enea-Ispra, il 4,1% della superficie italiana è a rischio alluvioni, il 5,2% a rischio frane e lo 0,5% valanghe. Non era comunque un mistero che la Liguria fosse molto a rischio, visto che su 235 Comuni 196 sono considerati a rischio di almeno uno tra frane e alluvioni, praticamente quasi tutti. Molto alte anche le percentuali per Piemonte e Lombardia dove si supera il 50%, per non parlare dell’Umbria dove il 99% (90 su 92) sono a rischio.
Un problema che negli anni diventerà sempre maggiore visto che secondo i ricercatori i cambiamenti climatici renderanno ancora peggiori le precipitazioni e trasformeranno molte aree, soprattutto dell’arco alpino e pre alpino, Calabria e Sicilia e parte della Liguria, dei veri e propri campi di battaglia.
