Una connessione, questa tra le organizzazioni criminali e le attività di deforestazione, che rappresenta un grandissimo ostacolo all’impegno della comunità internazionale a salvaguardia del patrimonio forestale tropicale, con tutti i fondamentali fattori connessi, dal riscaldamento globale alla perdita di biodiversità.
Il nuovo rapporto Unep stilato con l’aiuto dell’Interpol parla di una quota del legname immesso sul mercato mondiale in modo illecito tra il 15 e il 30% del totale, un giro di affari sporchi che rende tra i 30 e i 100 miliardi di dollari l’anno. Le proporzioni del fenomeno che collega la criminalità alla distruzione delle foreste risultano sempre più allarmanti, e lo sforzo effettuato per riuscire a contrastare le attività criminose al momento non ha portato a grandissimi risultati. Il segretario generale di Interpol Ronald K. Noble ha difatti invocato nuove risposte e nuovi mezzi:
La minaccia posta all’ambiente dal crimine organizzato richiede una risposta di applicazione del diritto internazionale forte, efficace e innovativa, per pproteggere queste risorse naturali e combattere la corruzione e la violenza legati a questo tipo di crimine, che può anche influire sulla stabilità e la sicurezza di un Paese.
A tal fine nel 2011 ha preso il via il Project Leaf (Law Enforcement Assistance for Forests), un gruppo speciale organizzato dall’Interpol in collaborazione con l’Unep grazie ai fondi della Norwegian Agency for Development Cooperation con lo scopo di riuscire a creare delle agenzie locali per la salvaguardia delle risorse naturali nei paesi in via di sviluppo, con un particolare impegno nella lotta alla criminalità che genera profitti attraverso la deforestazione e lo sfruttamento delle risorse in genere, poiché come ha ribadito anche il Programme Manager David Higgins
La corruzione collusiva e la frode nel settore forestale minacciano lo stato di diritto e ostacolano in modo significativo gli sforzi per ridurre la povertà nelle zone poco sviluppare del mondo.
