Negoziati di Copenaghen: l’Ue approva il testo da discutere col resto del mondo

Gli allarmismi di scienziati ed esperti sono stati ascoltati. Chi temeva che l’Unione Europea, divisa tra scettici e realisti, potesse prendere sottogamba il prossimo incontro di Copenaghen, promosso dall’Onu, in cui si discuterà del futuro delle politiche mondiali sull’ecologia, può tirare un sospiro di sollievo.

L’Unione Europea ha approvato il testo di partenza, che anche se non è completamente rivoluzionario, è meglio (molto meglio) di quanto ci si poteva aspettare all’inizio. Tempo fa infatti il Parlamento europeo aveva ratificato l’accordo famoso del 20-20-20, il quale prevedeva una diminuzione delle emissioni del 20% entro il 2020. A tale risoluzione si opposero numerosi Paesi, tra i quali l’Italia, che avevano chiesto una soglia più bassa, intorno al 13%. Non solo le richieste dell’Italia non sono state accolte, ma la soglia è stata alzata fino al 30%. Un buon passo in avanti, anche se alcuni Paesi non europei hanno stabilito che per il 2020 tenteranno di arrivare quanto più possibile vicino al 100%.

Hanno pesato di più le volontà dei Paesi che sono sempre tra i più coinvolti nella lotta ai cambiamenti climatici, come quelli scandinavi, la Germania e la Gran Bretagna, i quali speravano in qualche impegno sempre più gravoso. Ed infatti l’Unione Europea ha seguito gli esempi di alcuni Paesi che puntavano al 100% di taglio delle emissioni entro il 2050, ponendo il limite a tale data tra l’80 ed il 95%, da rivedere in corso d’opera e comunque non prima del 2020.

Il documento è un messaggio chiaro al mondo che l’Ue è pronta per i negoziati. Un pieno mandato per Copenaghen. Noi vogliamo negoziare con tutte le parti. Abbiamo spianato la strada per un messaggio da trasmettere al mondo

ha spiegato Andreas Carlgren, ministro dell’Ambiente svedese. Ma non finisce qui. Infatti un documento congiunto redatto dai vari ministri dell’Ambiente dell’Unione ha posto dei limiti nei vari settori. Ad esempio entro il 2020 il settore dei trasporti aerei dovrà tagliare del 10% le sue emissioni; quello delle navi del 20%, rispetto al 2005. Ma ci sono indicazioni anche sulla deforestazione e rimane aperta la questione sul Cap and Trade, il quale potrebbe essere applicato non solo entro i confini nazionali, ma anche “esportato” all’interno della Comunità europea. Un buon inizio insomma, che potrebbe essere ulteriormente migliorato nel prossimo dicembre a Copenaghen.
