A quanto pare la tassa comunale sui cani e i gatti è una realtà, o meglio, potrebbe divenirlo qualora la Commissione Affari Sociali della Camera approvi la proposta, discutibile, di alcuni parlamentari che vorrebbero in questo modo fare cassa per promuovere iniziative contro il randagismo. Il sottosegretario Polillo si dichiara “in linea di principio” con la proposta, ma dall’ENPA (Ente Nazionale Protezione Animali) e dal Codacons arriva un No! categorico.
Il provvedimento “Norme in materia di animali d’affezione e di prevenzione del randagismo a tutela dell’incolumità pubblica” risale al lontano aprile 2009 quando due deputate del PdL, Jole Santelli e Fiorella Rubino Ceccacci, proposero una tassa comunale per prevenire e contrastare il randagismo e sostenerei proprietari di amici a quattro zampe con, come si legge nel testo della proposta di legge
Incentivi per l’adozione degli animali, prestazioni medico-veterinarie di base erogate da medici veterinari liberi professionisti in regime di convenzione con i comuni, piano di controllo delle nascite con sterilizzazioni.
Tutti servizi che verrebbero garantiti dalla tassa comunale “al cui pagamento sono tenuti i proprietari di cani e gatti”. Ora la proposta è stata impugnata da Massimo Vannucci (Pd) che l’ha riproposta non senza destare polemiche.
Stupisce che vi sia ancora qualcuno in Parlamento che intenda avanzare la proposta di una tassa su cani e gatti
ha dichiarato il presidente dell’ENPA Carla Rocchi, spiegando che il pidiessino Vannucci prima di prendere l’iniziativa
avrebbe potuto informarsi non solo sulle valutazioni unanimi delle associazioni ambientaliste, ma anche sulla posizione del suo stesso partito e su quella della responsabile animali Pd, Senatrice Silvana Amati, una persona competente e decisa e non abbinare alcuna tassa al possesso di animali da compagnia. Una tassa di qeusto tipo-ha poi aggiunto Rocchi-oltre ad essere discutibile sul piano etico, finirebbe per essere un vero e proprio boomerang poiché non solo favorirebbe nuovi abbandoni, ma disincentiverebbe anche le adozioni dei canili, con un conseguente aggravio di spesa per le casse degli enti locali.
Di egual parere è il presidente del Codacons Carlo Rienzi che definisce la proposta di legge “un’idea malsana e gravemente pericolosa” che danneggerà tutti: proprietari, animali e enti comunali che gestiscono i canili
Tassare i proprietari di cani e gatti porterà solo effetti negativi, alcuni addirittura pericolosi: gli anziani che hanno un animale domestico in casa e che già percepiranno una pensione da fame, dovranno aggiungere uno nuova spesa impoverendosi sempre di più. Diminuiranno le adozioni spontanee da parte degli italiani a danno degli animali e chi possiede già un cane o un gatto sarà incentivato ad abbandonarlo, con un incremento del randagismo e di ossibili incidenti nelle città.
