Si torna a parlare in questi giorni della linea verde di Genova disegnata da Renzo Piano, la linea di demarcazione tra l’area urbana e la zona rurale dove non si può costruire; ad alcuni giorni dall’alluvione che ha devastato la città, le Cinque Terre ed altri comuni della Liguria. L’occasione è stata quella della conferenza internazionale di Planningcities 2011.
Come più volte ribadito da associazioni ambientaliste e da enti autorevoli, l’Italia è un paese ad alto rischio ideogeologico e la costruzione nei pressi di corsi d’acqua e torrenti aumenta i rischi laddove il maltempo e la pioggia incessante non possono essere arginati, ma anche la costruzione lungo la costa presenta i suoi rischi soprattutto in regioni come la Liguria dove tra mare e montagna lo spazio è molto esiguo. Non per questo le città non possono rinnovarsi, ma occorre farlo con criterio, “costruire sul costruito” evitando nuove cementificazioni, come ha dichiarato Renzo Piano nella conferenza internazionale Planningcities 2011.
Basta con la crescita verso il mare o verso i monti. E basta rubare la vista del mare alla città. Serve riqualificare l’esistente, è tempo di non consumare più suolo.
Così Renzo Piano ha esordito davanti a 400 delegati di 140 Paesi. Lancia l’appello alla sua Genova e cita un detto popolare valido anche per le città d’Europa
A Genova non si spreca niente. L’idea antica, che non si butta via niente, deriva dal fatto che Genova è una città stretta tra monti e mare, dove non c’è spazio da sprecare. Ha a che fare con l’idea di parsimonia, non con quella di avarizia. Non sprecare spazi è una grande qualità.
Allo stesso modo le città europee vedono crescere per implosione e non per esplosione, devono costuire sul costruito seguendo i principi della sostenibilità e del rispetto ambientale. Innovazione e fonti rinnovabili, ma anche bioarchitettura, l’importante è che non si creino nuove cementificazioni.
